The UK government has launched its consultation on artificial intelligence, with submissions accepted until 23:59 on 25 February 2025.
The NUJ is urging members to share their views with government by responding to the submission, to ensure the impact of the proposed text and data mining exception on journalists and copyright-protected works is relayed.
You can respond by using the form https://ipoconsultations.citizenspace.com/ipo/consultation-on-copyright-and-ai/or email [email protected]. You do not need to respond to every question.
NUJ position
AI is no substitute for journalism.
- Rights of journalists and all creators are human rights – generative AI should only be used as an assistive tool, always overseen by human journalists.

Creators’ moral and economic rights must be safeguarded, respected and protected from exploitation – with journalists having full control over their work, how it is used and what they are paid for it

Control and consent is vital – permission must be sought and granted, whether for AI training purposes or future uses

Journalistic images should not contain AI-generated elements or deletions of parts of the image which were present when the image was taken

The NUJ opposes the proposed text and data mining exception. We urge a simple opt-in mechanism and not the opt-out approach proposed. Government states in its consultation regarding the EU approach, “there is some uncertainty about how it works in practice and some aspects are still being developed.”

Fair and reasonable terms of compensation must be secured for all journalists and creators whose work has been stolen and used without consent

Tech companies should be obligated to being fully open about their training data, the design of their algorithms and their output.
